Kenyan ecologist Wangari Maathai, the first African woman to win the Nobel Peace Prize, today reiterated her claim that the AIDS virus was a deliberately created biological agent.
"Some say that AIDS came from the monkeys, and I doubt that because we have been living with monkeys (since) time immemorial, others say it was a curse from God, but I say it cannot be that.
"Us black people are dying more than any other people in this planet," Ms Maathai told a press conference in Nairobi a day after winning the prize for her work in human rights and reversing deforestation across Africa.
Maathai, admittedly, is smart enough not to name countries which could have created such a disease. Though I think that there are limited options and it is clear what country she is talking about. If I was in charge of a country that created a biological agent that was nearly 100 percent preventable and takes 10 years to kill a person, I would fire my entire scientific staff because they really suck. Surely, if I was in charge of a large powerful country, we could do much better than that.cube

Unless you didn't want to get caught, in which case you'd want something insiduous and controllable, like a natural-seeming, slow-acting virus that spreads largely through actions you can teach non-targets to avoid.
It's very hard to debunk a conspiracy theory, you know. It's not so simple as you've made it out.
And to be fair, she could be blaming the USSR. I don't think Africa was exactly pro-Soviet Union back then, either...

Though given the nature of past bio agents and the purpose of bio agents i still think Aids would be a sucky bio agent created by a "country in the west"
